How does cargo reach Estonia by road?

Road freight from Central and Western Europe comes through Poland, Lithuania and Latvia along the Via Baltica (E67) and enters Estonia at Ikla. From there national road 4 runs through Pärnu to Tallinn. Other road crossings to Latvia include Valga – Valka and Murati – Veclaicene; all three countries are in the Schengen area, so there are no routine checks at these borders.

Which ports and ferries serve Estonia?

By sea Estonia is linked with Finland, Sweden and Germany. Tallink, Viking Line and Eckerö Line sail between Helsinki and Tallinn every day; Eckerö Line alone offers 71 freight departures a week, including the Finbo Cargo between Vuosaari and Muuga. Harbours for trucks and trailers:

  • Muuga Harbour, about 17 km east of Tallinn — the largest cargo harbour of the Port of Tallinn, with about half of its cargo and a free zone
  • Paldiski South Harbour, 45 km west of Tallinn — ro-ro, new cars and timber; Transfennica ships to Hanko and Lübeck three times a week
  • Paldiski Northern Port — the DFDS freight ferry to Kapellskär in Sweden
  • Tallinn Old City Harbour — passenger and ro-ro ferries to Helsinki and Stockholm

What does a truck pay on Estonian roads?

Since 2018 every goods vehicle over 3.5 t, including foreign-registered trucks, has to buy a time-based road user charge (teekasutustasu) at teetasu.ee before driving. The rate depends on the weight of the truck and trailer, the number of axles and the emission class. For a 40-tonne Euro VI articulated truck with four or more axles it is:

Valid forRoad user charge
1 dayEUR 22
7 daysEUR 55
30 daysEUR 110
90 daysEUR 275
365 daysEUR 1,100

Estonia has no general weekend or holiday driving ban for trucks, although local and seasonal limits can apply. In 2026–2027 the Transport Administration is building 45 km of new four-lane sections on the Tallinn – Pärnu – Ikla road; while the works last, a trip between Tallinn and Pärnu takes about 30–45 minutes longer.

Which documents do shipments to and from Estonia need?

Estonia joined the EU in 2004, the Schengen area in 2007 and the euro area in 2011. Between Estonia and other member states no customs declaration is needed: the cargo travels with a CMR consignment note and a commercial invoice. Customs comes in only at the external border of the EU:

  • export from Estonia to a country outside the EU — an EX1 export declaration, which we prepare
  • goods arriving from outside the EU — T1 transit to an Estonian customs office or import clearance at the Estonian Tax and Customs Board (Maksu- ja Tolliamet)
  • an EORI number for every company that imports, exports or uses transit; Estonian companies apply for it in the e-MTA portal
  • dangerous goods (ADR) and excise goods (e-AD in EMCS) need their own papers — we check them before loading

How do you ship freight from Estonia to the rest of Europe?

We carry full loads and groupage from Tallinn, Tartu, Pärnu and any other Estonian address to all other EU countries — for example to Germany, the Netherlands, Poland or Finland. Cargo for Finland and Sweden crosses the sea by ferry; cargo for Central and Western Europe heads south along the Via Baltica.

A full truck carries up to 24 tonnes or 13.6 loading metres, and groupage starts from one pallet. Small shipments from 1 kg within Estonia, Latvia, Lithuania and Poland go with courier services.

Frequently asked questions

Do you transport goods from Estonia to other EU countries?

Yes. We carry full loads and groupage from any address in Estonia to all 26 other EU countries, and from those countries to Estonia.

Is a customs declaration needed for goods coming to Estonia from Germany or Poland?

No. Estonia is part of the EU single market, so a CMR consignment note and an invoice are enough. Customs is needed only for trade with countries outside the EU.

How do trucks from Central Europe get to Estonia?

Along the Via Baltica (E67) through Poland, Lithuania and Latvia. They enter Estonia at Ikla and continue on road 4 via Pärnu to Tallinn.

Do foreign trucks pay a road toll in Estonia?

Yes. Goods vehicles over 3.5 t, Estonian or foreign, buy the road user charge at teetasu.ee before driving. For a 40-tonne Euro VI truck it costs EUR 22 per day.

Can I send a single pallet or a parcel to Estonia?

Yes. A pallet travels as groupage together with other cargo for the Baltic states. Parcels from 1 kg within Estonia, Latvia, Lithuania and Poland go with courier services.
